Sometimes, when i think of designs for characters and such, i have an idea of it in my head, when i lay out the colors, i go WTF? this doesn't look right AT ALL. Like how do you choose the RIGHT colors, Do you just keep playing around with the colors? What if it never comes out right? Like sometimes when i do a background with the character, they don't even match, It just like chaos. is there a very good tutorial on the usage of colors/color theory?

Buy some paint and play with it.
What Max Challie said. Buy some paint and play with it. Observe color everywhere around you. Paint from life. Analize or even copy master's paintings with focus on colors. Spend your lifetime on it.
It's a really complicated thing and you can't just put it in single tutorial. What I post here is just tip of an iceberg.

I thyink your definition of how you are approaching this is wrong to begin with...what do you consider the right color? Complimentary colors, warm vs cool? In my opinion you can't define that "right" so instead look and experiment until you find the color that pleases you instead...
Do copy from master's works. and, copy from anything that appeals to you. Copying isn't bad as long as it's for personal use only.
