I'm am an art student, I love animation. I would love to do the traditional pencil animation. But I'm asking cause I found there's a toonboom program called Pencil check, in Toon Boom. I don't know if I want it, because I want to figure out a way to do traditional pencil style animation on the computer. I don't have toon boom, or story broad pro, or digital pro or even that program. I'm looking into getting Toon Boom pro.
So can you give me some unique ways how? What is the better program to use flash or that other program?

I think Toon Boom is a better choice. Toon Boom Animate Pro is great, but if you have a more traditional workflow you could expend a lot less of money if you buy the Toon Boom Animate (not pro), look for the days when they have offers and you could save some money. There's no substantial difference between the plain and the pro versions if you are doing hand drawn animation.
If you have Flash, why would you want to use pencil? Seems like a real headache.
It seems to me the only way to do what you're asking is to scan each individual frame, then add it to each frame on flash, of course given that your file is already set to 24fps.
What exactly are you looking for when you say "pencil style animation"? Because I'm pretty sure Flash can do exactly that, to a point.
I've never used it (yet), but a good chunk of Toon Boom works a bit like Flash, but just capable of much more.
It's much simpler than it looks. First, import each drawing into Flash, then create your keyframes, put each drawing into those keyframes, and you're done.
