This started with me trying out some new brushes, but I ended up spending a whole day on it. I'm happy with the concept, but I think it ended up looking a bit flat.. And I'm stuck figuring out how to solve that.

It looks like the face looking sideways is farther back than the other, but the way it's nose ends right at the other figure makes it look like they're touching it. If it's farther away, it couldn't be touching the closer face's cheek. If it really is farther away, I suggest separating the two faces by half an inch or so, so that illusion doesn't show. Also, perhaps making a foggy wash over the farther face to give it distance, even a little (just like how mountains in the distance seem washed out in photographs)
But if the faces are right next to each other, the chin of the right one would be down where the cheek of the left face rests on the ground.
Besides that, the pictures seems to have enough depth to me. I love the brushwork, how it's not perfectly smooth. It gives the painting some teeth.
i personally think the faces are great, they really set the image off and i love the concept, the flatness is to do with the perspective being all over the place, the city/road seem stuck on almost like an after thought, perhaps try integrating the city more thoroughly, this image might be useful as reference
although you might find its easier to start the image afresh and consider all of your composition from the start.

The brushwork is definitely the best thing here, i really like it.
Other parts still require some work but this can be great if you push it forward.
I think it looks a bit flat because of the unrealistic ilumination, the figures dont cast any shadows for example (well i dont know if that was intentional)
Also, some buildings looks out of perspective.
