Mostly need some decent suggestions for the hair. I wanted the hair to be flowing everywhere and at the viewer. Trouble is I can't find any reference for what I want and I'm having trouble making it work myself.
If you notice anything is off let me know. I am not sure if the part in the hair is too high / low, but it seems to look ok to me.

I'd like to offer another first opinion and say that it looks good overall. The leafy/feathery look of the hair in the lower left should be fixed to flow outward more.
I'm guessing this is for an icon/avatar, yes? So you can't really extend the canvas much at all, but maybe you can make the face just a bit smaller to give more room for the hair effect you want.
Why is the resolution so small? You should paint at least at 2000px >.> Then ya got room to add, crop, print...
Resolution aside, if the hair is meant to float, then have it go down a bit more at the back, and have the ends flow up instead. The way that it floats straight from the scalp is strange compared to the front bits.
Dunno if that helps, but yeh. Looks cool for an avatar though.
For those of you asking, the reason I have it at this resolution is because this is the resolution of the portraits in my game. I do the basic image at 10 x resolution then shrink it down to 100 x 100 and finish it up. It's the fastest way I've found to get the look I want.
The hair is supposed to look wavy, like it's floating in water. I still don't think I got it, but I'm getting a little closer. I tried to bring the hair in the back down a little.

I think the basic movement is ok, but you need to work on the bangs and the top of the head. There's no movement going on there at all, which makes it look like she went a little crazy with the hair gel.
Also try breaking up the higlights a little. Flowing hair is very loose.

Was also kicking around the idea of making her hair out of octopus tentacles, kinda like a medusa look. If the hair here doesn't work out I might just go that route.
This 2nd version is much better. The first one looked flat and as if seen from a somewhat tilted view when compared to the face.
Well here's where I ended up. I guess this is finished.
I think the image (newest/completed version) has a little too much saturation (and blue) in it. I think it'd be stronger as a smaller image if her skin were a much different color than her hair and you knocked back the saturation. I think you were closer to it on the next to last post, personally.
I completely agree with Quigleyer. The last one is not the best, I liked both post #8 and #10 better.
Well I woke up this morning and looked at it and my reaction was "holy crap, that's saturated!". So I messed and messed with it using layering.
Hopefully that fixes the problem, although I'm getting to the point where I can't tell anymore.
Well, the shadows now have an orange feel to it (it's probably just neutral grey and looks orange due to the contrast with the saturated blue). I'd make the shadows a bit more saturated, and the blue / marine parts less. What software are you using ? If you're using photoshop you don't have to mess with layering (although it can lead to very interesting results) but instead control saturation using an adjustment layer or just use an hue/saturation/brightness (ctrl+u by default in CS3, 4 and maybe other versions too) adjustment on their respective layers themselves if you don't want to keep the original state.
