I think I need help with how the head and face is angled and I definately need help with the elbow and hand! Please help, I REALLY can't get it right :/

I think what is messing you up with the head is that the eyes are placed too high. They should be in the center. Once those are placed correctly everything else should fall into place easier.
For the hand, try drawing in the joints instead of just having the outline. Think of the fingers as three blocks instead of tubes.
Well, I like her serene facial expression and her pose is pretty relaxed. I think this has some potential to be a really good finished work if you take the time and look for reference and refine some things.
I agree that the eyes is placed too high and it makes her face seem really tall. The lips also look like they are misplaced. Notice that the top arches of your lips correspond with your nostrils and try to draw them again. I would include the ear...at least a hint of the ear. Right now it's placed too high as well. Move it down a little more level with the bottom of the nose and look for a reference for the anatomy of the inner ear.
Her torso is very wide and yet her arms are so thin. I would suggest you adding some more width to the arms. Also her forearm starts too high on her right (our left) arm. That dip where your join is corresponds with where you waist dips inward. The fingers on her left hand are too short and like someone else said, use the three sections as a guideline. Just reference your own hand.
Lastly, the tail makes no sense. It doesn't seem like there is any structure to it. I would recommend you drawing legs at least to the knees and a butt and then using that as a guide to draw your fin around it.

Your line drawing feels without form. I'd suggest you draw with the three dimensional form.
Breaking down the human body into general forms really helps to understand the movement more. It's in these generalized forms that you can more accurately break down the human body and create more specific forms that help to build a more believable figure.
Check out Loomis. If I'm not mistaken, he talks quite a bit about about this process. I know Hogarth spends a few pages of his books talking about it as well, and I've never had the pleasure of using Bridgeman.... yet.

The head looks great, it really improved.
However the upper body is still to small for the lower. Slim down the hips and tail, as well as her left fore arm. Look at your reference for how the hip joint folds when bent, its more of a fold then a harsh bend.
Keep at it.

I wonder if better ref would help? Those pose maniacs are nice for practicing the form of the figure but as ref for an illo they leave you to invent a lot of information. Anyway, for whatever it may be worth here's someone elses semi-quick take on the same pose. I tried to do a little cleanup but also leave some of the gestural underdrawing. Again, take that for what it's worth. Also, here's a ref from www.characterdesigns.com . It gives you a better look at the hands and doesn't leave you to imagine how the hair would work. Maybe this or one of the many others would be of use.
I'm sorry, but I can be a dimwit at times like right now. Do you mean I should scrap it and use that as a referance?
I'm not saying that you should, but I would. I think you'd save more time and get better results using a photo of an actual person who's got hair and eylashes and nails and everything. And the pic is just one out of many on that site, I just posted it as an example. If you check the site you'll have some options. I'm not saying what you should do, just mentioning a route that might give you an easier time and get you some better results. Good Luck on this.
