First of all: Amazing stuff over here everybody! I think we can consider us all creative winners on this one. The research part on this for me has been quite extensive, and the actual execution a bit less but still: I'm a happy man.
Diver for the CHOW Republic. Suit has built in air filtration, and jet pack, knife and sometimes if the diver has been good, a harpoon.
This is Randy, his great great grandfather made the moved back to the ocean.

on the aquatic planet Wotr, formerly known as Earth,
a new species dominates the planet
known as the Ictio Sapiens.
Half man, half fish.
They live in a violent society called Icthiopia,
It is a fish eat fish world
Only the fittest survive.
Some Ictios gather to form groups
and defend themselves against the Sharaks,
The deadliest Ictios on the planet.
They wage one on one battles
whoever loses is eaten by the rival band.
It is not a fair society, but it is a natural one
based on the principles of predator and prey.
Only the fittest survive.
Every Ictio is a warrior,
fighting daily to survive.
These are four such warriors:
Ettan, Deallae, Brackah, and Callah
The Enoi are a highly evolved race of spiritual and peace loving beings that have formed a eusocial society deep in the underwater trenches of the planet En. The Queen-Mother rules the Enoi Kingdom and the Shaman-King acts as the royal consort. The Queen-Mother reproduces asexually by laying batches of eggs in her womb which are then infused with the life-force that binds all Enoi together, harnessed by the Shaman-King, in a sacred ritual. Enoi young are born hermaphrodites, revealed by the purple coloring of their life-force aura, and upon reaching adolescence, as they mature into a male or female, the color of their life-force changes accordingly to red or blue. Besides the color of their life-force there is very little physiological difference between the males and the females, except that the women have longer tendrils on their heads, and the males tend to be heavier set which can be seen best in the structure of the cranium.The spiritual development of the Enoi is parallel to the physical development and is marked by the opening of the second eye at adolescence.

Wow, talk about a crappy month...too much going on in real life, but I still scratched some time to hopefully get some decent submissions done, when I have time I will love to color these in photoshop. Anyway, good luck everybody they all look awesome!

I want the main inhabitants of my utopia to be philosophers, artists, and scientists. Everybody are pacifists so I wanted the designs to reflect this.
Brainstorming on philosophers, artists, and a diver.
Brainstorming outside maintenance workers.
More maintenance workers (guys who repair the hull or outside of the buildings).
Basically coming to the final idea for these guys. Apologies for the poor scan.
Philosophers. These people also run the government.
And more. They should be all ages and genders.

Dang, there is some amazing stuff in here. I feel kind of junky shoving my stuff in here, but I did have a whole lot of fun doing these. If the images are too big i'll try and resize them before the deadline.
There is some back-story, but it didn't manifest itself much in the designs, so it's not very important. Basically, all of western-europe is submerged due to tectonic shifting, creating a gigantic sea-wall. People managed to build a community there, but thousands of years of completely controlled environments have led to an evolutionary shift in humans.

What an incredible contest- you've all posted some inspiring and beautiful works. Here's my feeble offering- their environment is posted in the EOW final burning thread.
I didn't know about the contest until two days ago. It's a half sting ray and mermaid thing. she's quite dangerous. She'll seduce you with her looks and then she eats a man. I wonder if she is trying to attract sharks? The top part is a cover up of what is below.

My concept here is a warless society of underwater beings - luminescent, with the ability to flash colors through there skin similar to a cuddle fish as warning coloration and/or to hypnotize prey. + ability to communicate with other sea life telepathically.

Concept: Underwater Circus
Stayed away from scary, fierce, killing and any of the brutal stuff. My inspirations came from past characters from movies like Treebeard from LOTR and the acrobats of Circus de Soleil. The main concept is to create Character for an underwater Circus (got Circus from word shuffling from UTOPIA).
Characters: Builders and Igaps (acrobats)
Here is my entry better late then never right!!
The queens of their utopian society, they are not only loved by the citizens of their watery empire, but also feared in many respects. The Paratarisian Queens are also known to bring bad luck to any who gaze upon them for too long. So says the local folk lore. They are notoriously private only making appearances for the most magnificent of events.
