Wish I had time to do this one, but I'll offer a couple of thoughts:
George S. Patton is a historical figure, not a fictional one. However, if someone were to do that, they'd have to go off pictures of the actual person rather than of George C. Scott in the movie role.
I could see Joan of Arc working if not only was she flipped to male, but all the other soldiers in the drawing/trial/burning at stake were flipped to female.

For this particular one, I think you could get away with it, since it would be a way to tie your piece to the historical figure, but. The pose that you've chosen is a statue, and probably won't look all that exciting painted anyway. You should probably just try to come up with something on your own, even if it comes out fairly similar.
Generally speaking, for ChoW, reference is fine, but paint overs aren't allowed.
